Trump’s Power Grid Emergency Puts This AI Infrastructure ETFs in the Spotlight

The Department of Energy issued an emergency order allowing additional power generation across the PJM Interconnection from Oct. 13 through Oct. 16, citing unusual October heat, planned maintenance and rising demand. The grid operator serves more than 67 million people across all or parts of 13 states and Washington, D.C. The intervention underscores the challenge of meeting growing electricity needs as AI infrastructure expands. For investors, that could draw attention to ETFs holding companies involved in power transmission. The First Trust NASDAQ Clean Edge Smart Grid Infrastructure ETF (NASDAQ:GRID) offers one way to access this theme. The fund holds companies involved in electrical equipment, transmission networks and grid modernization. GRID’s largest holdings include Quanta Services Inc. (NYSE:PWR) at 8.83%, Johnson Controls International PLC (NYSE:JCI) at 8.67% and Eaton Corp. (NYSE:ETN) at 8.26%. These companies provide exposure to equipment, engineering and electrical systems needed to expand and maintain power infrastructure. That makes GRID a potential beneficiary if utilities and grid operators increase spending to accommodate data centers and other electricity-intensive industries. $12.2 Billion Grid Upgrade Plan Adds to the Investment Case The pressure extends beyond the immediate emergency. In February, PJM proposed $12.2 billion in transmission improvements as rising demand and grid congestion highlighted the need for additional capacity. Separately, Reuters reported that required transmission upgrades blocked 37.7 gigawatts of new power generation. The DOE also announced support for 84 Tennessee Valley Authority transmission and distribution projects across eight states, with approximately $581 million in planned investment and $250 million in federal funding. Together, these developments point to a longer-term infrastructure challenge that could support demand for electrical equipment, grid engineering and transmission services. Can Grid ETFs Sustain the AI Infrastructure Trade? The opportunity is not without risks. Infrastructure spending can take years to translate into revenue, while permitting delays, financing costs and regulatory constraints may slow projects. GRID’s diversified holdings also mean that its performance will depend on broader market conditions, not just U.S. data-center demand. For investors seeking a more traditional utility-sector approach, the Utilities Select Sector SPDR Fund (NYSE:XLU) offers a useful comparison. However, its exposure to regulated utilities differs from GRID’s emphasis on electrical equipment and infrastructure suppliers. The key question for ETF investors is whether the AI boom can sustain a second investment cycle in the power infrastructure it needs. The opportunity lies with companies building the infrastructure behind the AI boom, but the payoff depends on how quickly power demand translates into funded projects and profitable growth.
